The whole concept of it is where users can come and create an account and post the ecurrency they are offering and the trade method. It also allowed them to put a % fee. This site also has a rating system so other users can see the creditability of the other users offering their exchange.

It's like an auction you know, but instead of it being material items, it is ecurrency and the % they wish to sell it for. Very unique you know. I want to post my LR & WM for 0% fee.

We are currently developing such a software, it should be released before the end of the year.
The idea, as good as it may sound, was on several occasions already proved to be NOT a viable one.
Ratings or not, but without some sort of (recognized as reliable by all) central escrow service, there will be serious trust issues between members.
Script availability is (obviously) NOT an issue either, BTW
