Why would you want to open an Iraqi Bank account at this point? Wait for western banks to accept exchanges, then there will be more than a few to choose from with branches outside of Iraq as is happening as we speak.
Personally, I would rather wait until they finally do make the currency official before any sort of investment. I definitely don't need anymore paper to use as kindling.

The whole point of not waiting is for the potential return when the value, or PEG, is set, and rest assure, it will be set at some value, we just don't know at what value yet, but it certainly can't be less than it is now, nearly the lowest in the history of Iraq, up from when it was first introduced, and up on secondary market already, so we will see.

Well even so much of the information still hold true even after more recent events. And i still believe that Iraq is years away from being at a point where it'll even think about having it's currency tradable against the USD. Anyway good luck to you.
