To "verify" aka increase all sending/receiving limits (not remove limits like paypal) for your Moneybookers account you need:

1. verify your mobile phone / type in SMS received number
2. Verify your Bank account / type in small amount taken from the account
3. Verifiy Home adress / type in code from MB letter
4. Verify Creditcard / type in small amount taken from the card.

Note: You cannot Verify your Moneybookers account with a creditcard/debitcard/Vcc that wasnt issued by a bank of another country.
So an European account will accept the VCC, and will also verify it BUT for account verification a Creditcard/Debitcard of the same country is needed!
