I think PicPay is a different story....it is not an investment or loan he was simply holding our money in trust... and it doesn't feel like he backed it with gold as he told us he would.

PIPS is very much under the jurisdiction of Malaysia, because it is managed there, the offices are there and the PIPS related funds are transferred through Malaysia's banking system.

It is Bank Negara, not Bank of Negara.
And, of course, where a company is registered is neither here nor there (Malaysia nor Panama, one might say). It is where the operations of the company are conducted that is the overriding factor here.
