I would not invest $4,000 in HYIP at all. I would limit investing in HYIP to $500 or less (assuming that you have up to $500 of DISPOSABLE money).
If you have $4,000 to invest, start exploring the market;
1) Look at stocks, sharebuilder is a decent place to start with a low investment amount.
2) Look at venture capital, of course for this you will generally need to invest a bit more than $4,000, however a good company will provide a healthy return.
3) Do due dilligence. Carefully research each venture you invest in. Get a name, address, and telephone number that you personally validate behind every $100 invested.
If you absolutely MUST invest in HYIP, and want to try to keep it legal, try companies that have stood the test of time, consistently pay, and communicate with thier members. There is no real way to minimize your risk with HYIP, you stand to lose %100 as with ANY investment, if you can not afford to lose $4,000 +, keep your money in the bank.
