I don't know whether their LR account was hacked. it's very risky for hyip admins to use instant payments. the site is down for two days, it seems it's over.

It doesn't mean yet that they have not enough fund for payments.
You are right that they must have a reserve fund. But nobody will keep the reserve onto the same account as for everyday work. An experienced admin should keep the reserve on a separate LR account for as a safety measure and should transfer periodically to the working account only a small portion of total fund, for example how many requires for daily cashouts, or for cashouts within next hour, etc.
So, they might just don't recharge the working account in order to disable withdrawals while the problem with site takes place.
