As stated previously in this thread personal bank accounts should NOT be used for those seeking any degree of privacy or who wishes to do business on any scale. There is no privacy afforded personal accounts and if it is used as a business account your bank may wish to know why you do not have a properly registered corporation.
EU residents are also subject to the EU Savings Directive when banking in the EU, Switzerland and Liechtenstein.

Switzerland, although on Sept. 25th, 2009, Switzerland was added to the OECD list of countries having substantially implemented the internationally agreed tax standards
How does Switzerland compares to Austria/Luxembourg in regards of banking secrecy?

It depends on what country your from and who they have agreements with. Although the Swiss want out of the business of hiding untaxed money. I would say it is a toss up at this point as to who has better secrecy and if there are agreements with your country.

Whoops. Actually I wanted to write recommended banks other than HSBC. I know HSBC, it's a global bank, what I'm looking for is something more private, maybe a bank that only operates in the Asia Pacific region?
