Or do you think that the authorities were only smart enough to catch the thief behind PSHI but for some reason are unable to make a connection between him and the person behind their largest group of investors?

That could certainly be a valid observation, but it would require that we believe the story that anyone from PSHI actually did get arrested.
I've followed many a SCAM where well-placed rumors of someone getting arrested was just part of the scammer's exit strategy. Have you any indication that the arrest story has any basis in fact?
