Someone asked me in a PM for a proof about StormPay threatening its members with collection agencies, and I replied. Nothing's wrong with asking me, of course, it's understandable if someone wants more proof. However, I've decided to post my reply here as well, so that others may see it in the future, if they have a similar question:
Hello,
Check this post on a different forum, with quotes from StormPay and "Rainsurf" members and the links to their posts where the quotes were taken from:
"Rainsurf" members speak out
Here's one particular quote that proves what I said:

now here's some news from stormpay:
Hello, The funds you received were fraudulent. The sending account has been terminated. Your account balance has gone to the negative as a result of the chargeback. To keep your StormPay account in good standing, please log in and deposit enough funds to cover the negative balance.
Any StormPay account which carries a negative balance for more than 2 days is automatically restricted, and the negative balance is collected by an external collection agency. Please be aware that as per our user agreement, there are additional fees for accounts who are turned over for collections.
StormPay Inc. appreciates your continued patronage and looks forward to having this matter resolved quickly.
i had to make a ticket about this to find out.
it doesn't seem they were planing on telling me.
im not sure if i'd rather rainsurf, or stormpay have the money.
as far as leagal consernes and the money being fraudent...well sure, but what makes stormpay authority to claim the money?!
And another quote:

They can't claim the money. The most they can do is ban you from stormpay forever. So if you use stormpay a lot you might consider paying them.
But they don't have the right to send someone at your house and demand the money for the chargebacks. Stormpay has no jurisdiction over this.
But they can of course scare you, so you think you are obligated to send them the money for the chargebacks. Thats what they are trying to do.
I think that's more than enough proof.
EDIT: This is where that StormPay lawsuit comes in. They actually accessed a person's bank account without their authorization and took an amount to cover their chargeback fee. Their own terms state that they can only take money from the funds held in a StormPay's account and not a person's bank account.
