How to find users that have shared IP address, but actually not the same user?
It may considered as double usernames but actually not.
Specially if the user is using a public computer, such as libraries and Cyber Caffes.
Maybe adding a rule that users may not sign-up from public computers would be a good rule because most scammers use cyber caffes to scam ppl.
Analyzing Server access logs would help detecting a user with multiple usernames.
If we have two usernames on a single IP, that's suspicious.
If you check apache server's log, it would help.
But not proof.

We have our ways, ips are only one way of detecting, i know many more, but sorry not telling. hope that helps

You will find most of this is done in the forum control panel and is done alot easier than the way you mentioned :P
